The poet, Sultan Bin Ali Al Owais, established a permanent award bearing his name on December 17, 1987, with the aim of honouring, encouraging and supporting Arab scholars, litterateurs and intellectuals.
The UAE Writers Association recognised the newly born Award and supervised the appointment of its first General Secretariat.
But, in 1992 the Award developed into an autonomous cultural foundation under the name Sultan Bin Ali Al Owais Foundation and became an official foundation bearing the same name by the virtue of Emiri Decree No. 4 dated March 21, 1994 issued by H. H. Sheikh Maktoum Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai.
The cultural part has a theatre that accommodates 400 seats as well as halls for a variety of activities, library, exhibition hall and several meeting rooms .
In the ground floor there is an exhibition hall displaying belongings of the late poet Sultan Bin Ali Al Owais as well as a portrait by a renowned artist of each winner of the Award besides his or her curriculum vitae. The mezzanine floor houses a large meeting room, spacious reception hall, library with 40,000 titles of modern Arabic literature, a theatre, and a multipurpose hall .
The first floor accommodates administration’s offices, meeting room and a press conference room.
